Lucetta Elmer

Republican Leader, Oregon House of Representatives

Meet Lucetta

She was raised on a Yamhill County farm, did her father's payroll at fifteen, trained as a teacher, opened a school, built businesses on McMinnville's main street, and very nearly left the state in 2023. The question that kept her here is the one this page is about.

Deep Yamhill roots

Lucetta grew up on a small farm in Yamhill County, on land her grandparents worked. She credits it with her work ethic and with a habit of treating problems as things to be solved rather than things to complain about.

At fifteen she started doing payroll for her father's timber business. Other people's wages, counted out by a teenager. After high school she took a Bachelor of Science in Education at Linfield University. She wanted to teach and she wanted to build, so she did both, and opened a school of her own.

Family first

She married her high school sweetheart, Denny Elmer. They have four children, and they built the family and the businesses at the same time.

She is a grandmother now. Her grandchildren call her Gigi, and she has said they are a large part of why she cares what Oregon looks like in twenty years.

August 25

Lucetta was adopted as an infant on August 25. In the 2025 session she carried a bill to make that date Oregon Adoption Day, marking every form of adoption and everyone who has one somewhere in their story. It passed, and it is now Chapter 114 of the 2025 laws.

Since then she has heard from people around the state who hold their own celebrations on the day. She has described what she wanted it to say:

You are seen. You are loved. You matter.

Investing in community

Lucetta and Denny opened businesses on McMinnville's main street, among them Union Block and The Douglas on Third. They taught marriage and parenting classes. They were in their children's schools, and in the churches and organizations that hold a small town together.

I truly believe that our communities can thrive when people come together and find common goals.

What if?

Yamhill County is where she was raised, where she met Denny, where she raised four children and started the first of many businesses.

In 2023 she and Denny talked seriously about leaving Oregon. A great many people were having that conversation and a good number of them went. She asked a different question.

What if I could make a difference?
